When the “Opportunity Grants” were first pitched, they were presented as a way to improve educational outcomes for lower income families to send their students to “any” private school where they could obtain admission.
However, in states like Arizona where vouchers were expanded to any student, most recipients of the taxpayers’ money to attend a private school already were send their students to those private schools.
And even Arizona has a more “transparent” voucher system than does North Carolina. Actually NC has no transparency in its voucher system at all.
So, when Dr. Josh Cowen, a leading expert on school vouchers, posts this tweet about NC, it begs the question: how many families getting a voucher in North Carolina this year after recent legislation already have been sending their students to private schools?
